Consider a fictional supporter. Priya holds an Indian passport and was refused a visitor visa in 2021 after a rushed application. Now she wants to follow her team from Sydney to Perth between 1 October and 13 November 2027. Her passport does not qualify for an ETA or an eVisitor. The 600 form will ask about the 2021 refusal, and her explanation will shape the decision.
Short answer: Eligible passport holders use a free ETA or eVisitor for a match trip of up to three months. Everyone else applies for a subclass 600 visitor visa at $250 from outside Australia. A past refusal must be disclosed and explained, never hidden.
Three pathways, one question
The question is not which visa is best. It is which one your passport allows. The Department sets the ETA and eVisitor country lists, and there is no application to join them. Start with the passport, then work down.
The Electronic Travel Authority, subclass 601, is for passports from a set list of countries, including several rugby nations. It is applied for through the Australian ETA app, carries no visa application charge, and allows visits of up to three months at a time. Because it is largely automated, anything unusual in your history can trigger manual assessment or refusal.
The eVisitor, subclass 651, covers passports from the European Union and several other European countries. It is free, applied for online, and allows stays of up to three months per visit. For supporters from France, Ireland, Italy, Georgia and similar rugby nations, this is usually the pathway.
The subclass 600 visitor visa is for everyone else, and for anyone whose history makes the automated pathways unsafe. The tourist stream costs $250 when lodged outside Australia. It is a full application with a decision maker, which means more documents, but also a chance to explain your circumstances.

Genuine temporary entrant: what the decision maker looks for
A visitor visa is granted to a person who genuinely intends a temporary stay. The Department looks at your ties to home, your travel history, your finances and the purpose of the visit. Match tickets, accommodation bookings and a return flight help. So does evidence of a job, a business or study that you are returning to.
A supporter with a steady employment record, prior compliant travel and a clear itinerary presents well. A supporter with no travel history, no fixed income and a vague plan to “stay a while” does not. In practice, the itinerary is your best evidence, so build it before you lodge.
What a past refusal means
A refusal is not a bar. It is a fact you must declare, and it invites closer scrutiny. Every visitor visa form asks whether you have been refused a visa for any country. Answer honestly, because the Department shares data with partner countries and holds its own records. A false answer can lead to refusal on integrity grounds and can affect later applications for years.
Instead of hiding the refusal, explain it. If the earlier application was incomplete, say so and show what has changed. If your circumstances have improved, document the new job, the property or the family commitments. A short, factual statement attached to the application does more than any amount of hope.
A cancellation, an overstay or a period of unlawful status is more serious. Some of these trigger exclusion periods that must expire before a new visa can be granted. If any of these apply to you, obtain advice before you spend $250 on an application that cannot succeed yet.
I was refused an ETA in the app. Should I try again?
Repeating the same automated application rarely changes the result. An ETA refusal usually means the system found something it could not resolve. The answer is a subclass 600 application with a proper explanation. Repeated ETA requests can make the eventual 600 file look worse.
Condition 8503: the clause that ends the trip
Many visitor visas carry condition 8503, known as no further stay. It means you cannot apply for most other visas while you are in Australia. A supporter who falls in love with Melbourne and wants to stay on finds the door closed from inside the country. The waiver process exists but is narrow.
Therefore, raise any plan beyond the rugby, such as work, study or a partner visa, before you lodge. The visitor visa is the wrong vehicle for a longer intention, and treating it as a stepping stone undermines the genuine temporary entrant assessment.

Can I work a few shifts at a fan zone on an ETA?
No. The ETA, eVisitor and subclass 600 all prohibit work. Paid or unpaid work at a venue breaches the visa and can lead to cancellation. People working at the tournament need a work visa such as the 408 or a working holiday visa.
I was refused a visitor visa years ago. Will the Department know?
Yes. The Department holds its own records and exchanges information with partner countries. Declare the refusal on the form and attach a short explanation with evidence of changed circumstances.
Can I stay for the whole tournament on one eVisitor?
The tournament runs from 1 October to 13 November 2027, which fits inside a three-month stay period. You must still satisfy the genuine visitor requirement and leave before the stay period ends.
What does condition 8503 stop me from doing?
Condition 8503 prevents you from applying for most further visas while you are in Australia. If you may want to stay on for work, study or a partner visa, take advice before lodging the visitor application.
Should I apply for the 600 even though my passport qualifies for an ETA?
