A file we reviewed recently contained four Form 888 declarations. Each one said the couple were “loving, committed and clearly meant for each other.” Each one used that exact sentence. The applicant had written a template and sent it around, and every witness had copied it. To a case officer reading them side by side, four voices had become one, and that one voice was the applicant’s.
The declarations added nothing, and the file went in weaker than it should have. This guide explains what a witness should actually write, who should write it, and the mistakes that waste the opportunity.
Short answer: A Form 888 is a statutory declaration by someone who knows your relationship first-hand, and most files include at least two. With a $11,710 charge riding on the application, each declaration should carry specific, dated observations in the witness’s own words.
What the form is doing in your file
Form 888 is a statutory declaration completed by a person who knows you and your partner. It supports the social aspect of your relationship evidence. In other words, it shows that the people around you know you as a genuine couple, and have seen it for themselves.
Because it is a statutory declaration, it is a formal legal document. False statements carry legal consequences for the witness. Therefore, every witness must stick to what they genuinely know.
Who should complete one
A witness must be an adult who knows your relationship first-hand. Supporting witnesses are usually Australian citizens or permanent residents, and each attaches evidence of identity and status. A passport bio page or citizenship certificate does the job.
Most applications include at least two such declarations. More can help when each adds a different perspective. A parent who hosts you both at Christmas sees one side of your life. A long-term friend who visited the apartment sees another. A mix of family, friends and community members gives the fullest picture.
Pick people who have watched the relationship over time. A distant colleague who met your partner once at a work function adds little, however senior they are.
Weak and strong: the same witness, two versions
“I have known Priya and Tom for a long time. They are a lovely couple and are very much in love. I believe their relationship is genuine and I support their application.”
Nothing here can be checked. There are no dates, no places and no events. It could describe any couple, and the officer gives it almost no weight.
“I am Priya’s older sister. I met Tom in March 2023 when Priya brought him to our father’s sixtieth birthday in Dandenong. Since then, they have hosted our family for Diwali twice at their apartment in Coburg. Tom drove Priya to my mother’s hospital appointments in 2025. I believe their relationship is genuine because I have seen them share a home and support our family together.”
Every sentence gives the officer something real.
What a strong declaration contains
The best statements are specific, personal and honest. Offer your witnesses a four-part structure rather than a script, and let them fill it in their own words.
A one-page declaration with real detail in this shape beats three pages of generalities every time.
Mistakes that weaken declarations
Identical wording
Case officers read declarations side by side. Shared sentences read as scripted, and scripted statements read as unreliable. Never draft the text for your witnesses. Give them topics, then step back.
Adjectives instead of observations
“Lovely”, “devoted” and “perfect for each other” are opinions. Christmas 2024 at the apartment in Coburg is an observation. Statements need the second kind.
Exaggeration
A witness who claims to have seen more than they did puts the whole application at risk. False or misleading material can engage Public Interest Criterion 4020, which carries an exclusion period on top of the refusal. Honesty protects everyone involved. Inconsistency with your own story
Read each declaration against your own statements and documents. If a witness says you moved in together in 2022 and your lease says 2023, the officer will notice. Small mismatches invite questions, and questions delay files.
Briefing your witnesses
Explain the four aspects the Department looks at: financial, household, social and commitment. Then ask each witness to write about what they personally saw within those areas. Collect the declarations with identity documents attached. Check every signature, every witness block and every date before the file goes in.
What about family and friends overseas?
Form 888 is designed for Australian citizens and permanent residents, and those declarations carry the status evidence the form expects. People overseas can still support your case. A signed statement in their own words, with a copy of their passport, adds a genuine voice from the other side of the relationship. It sits alongside the Form 888 declarations rather than replacing them.

Does a witness need to have met both of us?
Yes, in practice. The value of the declaration lies in what the witness has seen of you as a couple. Someone who knows only one partner cannot speak to the shared life.
How recent should a Form 888 be?
As close to lodgement as you can manage. Processing takes time, and a declaration that is already a year old at lodgement says less about the relationship at decision. Fresh declarations can also be added later if the Department asks for updates.
Can a colleague or employer be a witness?
Yes, if they know the relationship first-hand and meet the status requirement. An employer who has met your partner at work events several times can add a useful perspective. One who has never met your partner cannot.
What identity evidence does a witness attach?
Evidence of who they are and their status in Australia. A certified copy of the passport bio page or a citizenship certificate is standard. Permanent residents can attach evidence of their visa grant.
Should the declaration mention problems in the relationship?
Only what the witness actually knows. A witness who saw the couple through a difficult period, and saw them stay together, offers strong evidence of commitment. Invented smoothness is worth less than honest detail.
